Job Title: Director of Governmental Affairs

Statement of Purpose
The director of governmental affairs provides leadership and direction for the State Bar’s Legislative Program. They are responsible for developing, managing and implementing strategies for legislative issues of interest to the State Bar and communicating with Bar members about relevant legislation affecting the legal profession. The director also serves as a liaison to the Georgia judiciary and other legal stakeholder groups at the Georgia General Assembly.

About the Bar
The State Bar of Georgia exists to foster among the members of the Bar of this state the principles of duty and service to the public; to improve the administration of justice; and to advance the science of law. All persons authorized to practice law in this state are required to be members.

Specific Duties and Responsibilities

  • Work closely with the State Bar’s elected leadership and Board of Governors to develop and implement the organization’s government relations strategy.
  • Identify and track key legislative issues of concern to the practice of law and the operation of the state’s judicial branch.
  • Assist the State Bar Sections with drafting and strategizing potential legislative initiatives.
  • Serve as support staff to State Bar committees, including the Advisory Committee on Legislation, the Bench and Bar Committee, and the Judicial Qualifications Nominating Commission.
  • Actively communicate new activity and legislative changes to State Bar Section leadership throughout the legislative session.
  • Apply First Amendment compelled speech and compelled association analysis to prospective initiatives and actions contemplated by Bar leadership.
  • Draft regular legislative updates and other correspondence for bar members and bar leadership while the General Assembly is in session.
  • Advocate for state appropriations and funding to support targeted grant programs for civil legal services for low-income Georgians.
  • Manage outside legislative consultants, as well as relationships with other specialty bar associations and interest groups working at the State Capitol.
  • Maintain an active presence at the State Capitol during the 40-day legislative session, including regular attendance in House and Senate Judiciary hearings.
  • Prepare Bar members to testify before state House and Senate committees on State Bar initiatives.
  • Maintain communication with elected and appointed state public officials, their staff and other persons influential in state policy, legislation and regulation.
  • Keep Bar leaders updated on political and policy trends and developments.
  • Field requests from government officials, including requests for government engagement and event participation.
  • Plan and execute engagement events to facilitate relationships between State Bar leadership and elected officials.
  • Serve as a speaker on panels, at luncheons and CLEs discussing the State Bar’s legislative initiatives and how to be an effective advocate at the State Capitol.

Essential Functions

  • Interface with elected officials.
  • Plan and execute goals within the restrictions set forth for a quasi-governmental entity or governmental entity.
  • Support committees with administrative tasks, such as sending meeting notices, preparing agendas, taking minutes and providing supporting materials.
  • Interact with and support the public and State Bar staff, members, volunteers, committee/board members and leaders in a timely and professional manner.

Education, Training and Experience

  • A minimum of five years of experience in government affairs or as senior staff to state government appointed or elected officials.
  • Juris Doctor degree from an accredited law school.
  • A bachelor’s degree in political science, business administration, communications or related curriculum is required. Graduation from an accredited law school and State Bar of Georgia membership strongly preferred.
  • Prior involvement with the federal and state policymaking processes.
  • A history of establishing trustworthy relationships with elected officials, judges, executive leadership, and members of a professional trade association.
  • Expertise in policy issues that impact the legal profession, lawyer licensing and regulation, and the judiciary.
  • Knowledge of Georgia’s judicial branch and its various classes of courts.

Conference Center Manager | Administration

Statement of Purpose
The Conference Center exists to provide Bar members and legal-related organizations with a venue to conduct seminars, meetings and special events. The purpose of this role is to coordinate, organize and supervise all State Bar of Georgia Conference Center operations efficiently and courteously. 

Essential Functions of the Job

(This position does not have a telecommute option.)

Duties:

  • Gather pertinent information to expedite requests for rooms for seminars, receptions and meetings.
  • Schedule functions and capture all details for reservations.
  • Record and keep files on reservations to include date, time, number of attendees, etc.
  • Gather info on audio-visual requirements.
  • Handle requests for catering needs, furniture arrangement and setup, parking validation, etc.
  • Supervise operations and staff including the cross-training of staff for all conference functions where applicable.
  • Ensure guest satisfaction and accuracy of all reservations and be accessible to guests when present.
  • Responsible for Business Center and Lawyers Lounge.
  • Responsible for preparation of budget, expenses, records and reports.
  • Provide in-person monitoring and supervision of staff on a daily basis.
  • Assists with copying, scanning and billing as necessary.
  • Responsible for working with contractors on the upkeep of the Conference Center.
  • Other duties as assigned.

Education, Training and Experience

Program Coordinator | Institute of Continuing Legal Education

Statement of Purpose
The program coordinator facilitates the development and production of continuing legal education (CLE) programs for members of the legal profession.

Duties
The duties listed are intended only as an illustration of the various types of work that may be performed. The omission of specific statements or duties does not exclude them from the position if the work is similar, related or a logical assignment to the position. 
The position requires physical labor, to include lifting or standing for extended periods of time, as well as the ability to work early mornings, weekends, and evenings, as needed.

Program Planning

  • Coordinate and support the development of in-person and virtual continuing legal education (CLE) programs.
  • Collaborate with the assistant director of operations (ADO) and programs manager (PM) on an ongoing basis to ensure the CLE programs are executed seamlessly.
  • Coordinate the administrative details of CLE programs from program assignment to closeout.
  • Communicate effectively and efficiently with attorneys and senior level management to support the development of agendas for CLE programs
  • Maintain and update program agendas, taking special care to ensure all program and faculty details are complete and correct, and appropriately track and update information, communicating all changes to other department teams, as needed.
  • Respond to all communications (internal and external) in a timely manner, keeping PM up to date on the status of ongoing projects.
  • Collaborate on the marketing of assigned ICLE programs.
  • Monitor ICLE program schedule and communicate with fellow staff members to anticipate needs of program chairs, program speakers and program attendees.
  • Prepare budgets for programs and communicate with program chairs, section leaders and State Bar departments regarding program budget.
  • Execute program day logistics.
  • Complete post-program work for the on-demand (recorded) production of programs.

Other

  • Collaborate with co-workers in ICLE and in other State Bar of Georgia departments.
  • Ensure the accurate and timely delivery of contracts, bills, and expense reports to appropriate Bar staff.
  • Work as part of a team; interact with and support State Bar of Georgia staff, members, and volunteers.
  • Support Bar staff in any assigned responsibilities.
  • Comply with State Bar of Georgia policies.
  • Available to provide timely and personal attention to the public, and to State Bar of Georgia staff, members and volunteers.

Technical Skills

Education, Training and Experience

  • Bachelor’s degree. 
  • Demonstrated experience and familiarity with program management, event and or meeting planning.
  • Experience in law firms, government legal departments or bar associations is preferred.
  • Excellent collaboration and organizational skills, including the ability to prioritize and manage multiple projects.
  • Excellent interpersonal, client service, and written and verbal communication skills
  • Self-starter, capable of multi-tasking and possess impeccable attention to detail.

Legal Assistant | Office of the General Counsel

Job Title: Legal Assistant
Department: Office of the General Counsel (OGC)
Reports to: Assistant General Counsel (AGC)

Statement of Purpose

The primary purpose of this position is to provide administrative support to two Assistant General Counsels (AGCs) in the Disciplinary Unit. Additionally, the position is expected to assist OGC staff in all aspects of the disciplinary process, and perform all other duties as assigned by the supervisor or General Counsel (“GC”).

Duties

  • Prepare, review and distribute disciplinary case correspondence and legal pleadings.
  • Prepare, organize and rigorously maintain disciplinary case files (in both electronic and paper formats).
  • Assist committees staffed by the OGC by setting up Zoom meetings and preparing agendas with help from AGCs and committee members.
  • Review grievances, responses, attachments, pleadings, etc. to have an understanding of the facts of assigned cases in order to support the State Bar’s goals in terms of its theory of the case.
  • Act as point of telephone, text, and email contact for grievants, respondents, and witnesses in disciplinary matters.
  • Compile exhibits and gather documentary evidence from complainants and witnesses in disciplinary cases in preparation for trials and hearings.
  • Prepare and arrange service of subpoenas to financial institutions and others in connection with investigations and evidentiary hearings.
  • Assist in the preparation and filing of pleadings with Clerk of the State Disciplinary Boards and the Supreme Court of Georgia in disciplinary cases.
  • Draft short and straightforward letters to grievants, respondents, and others about the status or resolution of their cases where appropriate.
  • Fill in for OGC receptionist as needed.
  • Maintain communication with Supreme Court staff regarding disciplinary cases.
  • Organize and handle flow of mail to and from assigned AGC.
  • Perform all other duties as assigned by the supervisor or GC.

Education, Training and Experience

This position requires: 

  • A high school diploma. 
  • A working knowledge of legal procedures.
  • Strong organizational skills and experience working as an administrative professional.
  • Self-motivation and strong organizational skills.
  • A commitment to handling assigned tasks timely and completely.

Strongly preferred experience and skills:

  • 5 years’ experience as a legal secretary or paralegal.
  • Paralegal certificate or Associate’s or Bachelor's degree.
  • Experience assisting a lawyer with civil litigation, including discovery.

Tools, Equipment

  • Working knowledge of Microsoft products, including Microsoft 365, Word, Excel, Powerpoint, Outlook and Microsoft Teams.
  • Understanding of or exposure to cloud data systems (Microsoft OneDrive) and database system, e.g. Microsoft Access (or similar database platform).
  • Working knowledge of Adobe Acrobat, portable document format (pdf) manipulation and Bates numbering process.
